Site outside Bromham's Settlement Policy Area and not consistent with Bromham Neighbourhood Plan . Previous site assessment by Bedford Borough Council ( Devinder Singh 2016 ) identified non compliant visibility splay for proposed pedestrian access track. The same pedestrian access is still being proposed for this site. Lack of footways and narrow roadway on Lower Farm Road severely compromises pedestrian safety , particularly in view of HGV's accessing Network Rail trackside yards , car transporters and large agricultural traffic using Lower Farm Road . Planning Inspectorate appeal decision in 2018 refused planning permission for this site .
