Theme 1: “…Working towards making…” should be changed to “…Making…”
Theme 2: add “Ensure cycling and walking becomes the mode of choice wherever possible.” To secure the simple, cheap healthy benefits these modes can bring.
Theme 3: at the end of "high quality urban living." add "whilst ensuring sufficient opportunties remain for retail."
