Bedford Borough Local Plan 2040 Plan for Submission

Respondent: Oakley Parish Council
Oakley PC considers that EWR should be routed along the A421. The 2040 Plan states that new developments at Kempston and Little Barford at the intersections of EWR stations and the A421 would enable road and rail connections, therefore an EWR route alongside the A421 would support the new developments and provide true transport hubs for both road and rail links.

St.Johns Station – Site kept clear from development and new green corridor from the present St.John’s Halt to Cardington Road. The old route from Bedford-Cambridge should be used as a fall-back/re-evaluation should the proposed northern Bedford-Tempsford proved to be too expensive or problematic for other reasons.
Bedford-Northampton – Protection Midland Main Line routes north of Bromham plus junctioning with flyover from slow lines to enable Bedford-Northampton where much of the old trackbed survives. Getting other councils on board including applications to re-opening fund for study to make the case. Previous studies were apparently done on rail routes between 2001 and 2004 and should be protected both on/off rails.

• The proposed site of the new Wixams station should be suspended until the EWR situation is clear. If EWR is cancelled, or the route changed to one to the south of Bedford, the proposed site could well be in the wrong place.

• The proposed East West Rail line that you have fully supported, on a route through the centre of Bedford and then out through the unspoiled Bedfordshire villages and countryside, is the wrong choice. The Secretary of State for Transport, Grant Shapps, has said that Stages 2 and 3 should be cancelled. This is, in my opinion, the right call.
• Bedford Borough state that they are working towards a carbon neutral borough, incompatible with the EWR railway line mentioned above.
• The proposed site of the new Wixams station should be suspended until the EWR situation is clear, at the risk of the station being in a sub optimal position
