Representation Summary:

Please can we ensure ALL new buildings are to the best possible design, even if local standards are more demanding than national ones
I would like
1) All houses to be state of the art in terms of energy efficiency
2) All houses to have sufficient natural light such that lighting is never needed during the day
3) NO gas supply
4) 3 off-street car spaces per house (excl garage)
5) The term 'garage' only allowed to be used when it can hold a mondeo / off-roader and get all the doors open.
6) Superfast broadband installed from day1

Quality of development and space standards
13.4 Paragraph 6.52 of the submission local plan identifies a number of supplementary guidance documents, some of which appear to be quite dated. It may be beneficial if these documents were reviewed and updated as part of the forthcoming design guide. The preparation of a new design guide is supported by Central Bedfordshire Council, and we would welcome being consulted on the scope and content of this document in due course.

We also consider that to be sound, the Local Plan should include updated parking standards. BBC’s parking standards are set out in the Parking Standards for Sustainable Communities SPD 2014 – given the time that has elapsed since this document was published the Council should review the standards.
NPPF paragraph 107 confirms that parking standards should take into account the accessibility of the development, the type, mix and use of development, and the availability of and opportunities for public transport. Therefore, to be in accordance with national policy and therefore sound, BBC’s parking standards should provide more flexibility for town centre sites, which have good public transport accessibility, to provide less car parking than suburban/rural sites. It should also reflect that certain residential products will typically require less/no car parking, compared to private sale units.
