Local Plan 2040 Draft Plan - Strategy options and draft policies consultation

Representation ID: 8137

Received: 03/09/2021

Respondent: Mr Ross Thomson

Representation Summary:

Staploe Parish could be profoundly and permanently affected by the decisions made in this plan and yet we have been unable to meet with residents in public to discuss this until very recently. However, we found it particularly difficult to respond to the 25% increase in the area of the Dennybrook site (site 977) because it was made public at short notice, 8 months after the call for sites deadline closed and only one month before the consultation opened.

Late addition of 25% increase in Dennybrook site is not acceptable as it is 8 months after the call for sites deadline closed and one month before the end of the consultation .

We believe this should be grounds for an extension to the process to enable better consultation and public engagement. Staploe Parish could be profoundly and permanently affected by the decisions made in this plan and yet we have been unable to meet with residents in public to discuss this until very recently.

PLEASE NOTE SOME OF MY ANSWERS USE ADVICE/GUIDANCE FROM PEOPLE BETTER QUALIFIED TO COMMENT ON TECHNICAL INFORMATION RE PLANNING/TRANSPORT ETC. THIS DOES NOT MEAN MY RESPONSES DO NOT REPRESENT MY PERSONAL VIEWS AND MY MOTIVES ARE TO PROTECT MY HOME BUT ALSO THE ENVIRONMENT FOR FUTURE GENERATIONS. I WAS BORN AND GREW UP IN BEDFORDSHIRE AND WISH TO PROTECT ITS NATURAL ASSETS. I HAVE RETURNED TO MY HOME COUNTY TO WORK AS AN EQUINE VET AND MY HORSE IS STABLED IN HONEYDON AND I HAVE EXTENDED FAMILY LIVING THERE.
The North Bedfordshire countryside and Staploe Parish in particular could be profoundly and permanently affected by the decisions made in this plan and yet we have been unable to meet with fellow residents to discuss this until very recently. The consultation process and immense quantity of technical documentation, complex response process, tight timescales and the disproportionate size of the local residents to respond and be heard compared with the other residential areas being discussed is unreasonable to make the decisions upon which a Local Plan is made democratic. Indeed, to gain professional support and advice required fundraising before any professional guidance could be afforded, whereas the Borough council has access to finds/resources to skew decisions in any way which may suit political and other agendas. I have not received any previous flyers to alert me to this process until this later consultation which has already brought the decisions down to a limited number of options (4 key development sites) of which this local area is the centre of 3. Indeed, even if I had received previous information about this plan and the local development proposals they would be in accurate due to the 25% increase in the area of the Dennybrook (site 977) site which was made public at short notice 8 months after the call for sites deadline closed and only one month before the consultation opened.

Representation Summary:

Staploe Parish could be profoundly and permanently affected by the decisions made in this plan and yet we have been unable to meet with residents in public to discuss this until very recently due to Covid. However, we found it particularly difficult to respond to the 25% increase in the area of the Dennybrook (site 977) site because it was made public at short notice 8 months after the call for sites deadline closed and only one month before the consultation opened. It was impossible to respond effectively to the Eaton Bank site in Duloe as this was submitted on 2nd September just one day before the deadline for the consultation. We do not believe that additional sites should be considered after the deadline for the call for sites or through the Regulation 18 draft Local Plan consultation.

1.2 100 Word Summary
Staploe Parish could be profoundly affected by this plan and yet we have been unable to meet with residents in public due to Covid. It was particularly difficult to respond to late site expansions such as that at Dennybrook or late site submissions such as Eaton Bank.

Representation Summary:

17. Lack of Local Engagement & Support
17.1. The NPPF requires that local plans are “shaped by early, proportionate and effective engagement between plan-makers and communities, local organisations, businesses, infrastructure providers and operators and statutory consultees”. CPC considers there to be no evidence of how early engagement with key stakeholders has taken place to shape the Draft Local Plan.
17.2. Given BBC’s chosen timetable for preparing the Local Plan, whereby the next stage of the local plan process is a Pre-Submission (Regulation 19) published for representations, there will have been no opportunity for anyone to be consulted on the selected Local Plan proposals. The current Regulation 18 consultation is one on ‘potential options’ with the majority of the evidence base absent. Following the current Regulation 18 consultation BBC proposes to move directly to preparing its Regulation 19 Local Plan (‘Publication’ plan) – the period for representations to which interested parties can respond is not a consultation, it is limited to matters of legal compliance and soundness. As the PPG explains, the Pre-Submission plan “should be the document that the local authority considers ready for examination…this provides a formal opportunity for the local community and other interests to consider the local plan, which the local planning authority would like to adopt”
