It's in your power to reduce peak-time congestion at a stroke: ban all school children from driving to school. Insist that they stay on buses or cycle to school. You could do something similar to stop parents driving their children to school.

Representation Summary:

Care needs to be taken that the so-called Oxford to Cambridge Arc helps to deliver sustainable growth that is indeed not detrimental to the very things that make the area successful. Unfortunately current proposals, for example greenfield development areas earmarked this plan, and for the alignment of the East West Railway are simply not in the spirit of this statement and appear to jeopardise any hopes of a sustainable future for Bedford or the Bedfordshire countryside.
