Representation Summary:

The classification for Wilstead as a Key Service Centre is wrong. Wilstead's facilities such as they are (possibly apart from the Chemist but that has restricted opening times) can just about cope with the population of Wilstead. Wilstead residents increasingly use services provided by Wixams and with the plans to provide a centre in Wixams that will increase. The location of Wilstead close to Wixams makes the classification of it to be a Key Service Centre totally inappropriate.

Representation Summary:

Great Barford is not a 'key service centre' in any reasonable understanding of that phrase. It is little more than a car-commuter village with very few established social facilities available locally, added to which are poor transport links largely because of the river. This designation is clearly an error.

Council supports development in the Town Centre. Development in villages would result in an increase in private car use to access facilities (paragraph 8.13 Draft Sustainability Appraisal Report) and should be restricted to sites identified in Neighbourhood Plans.

My objection is to Wilstead being designated a Key Service Centre. Its services are limited and many Wilstead residents use the services provided by Wixams. Its location so close to a major provider of services makes this designation totally wrong

It is not clear to me how the Interchange development (and perhaps the St Johns development) fit with this retail policy. The outlets there currently provide greater attraction than those in the town centre - how can retailers be attracted back when there is free parking and much greater choice at these locations.

The Shortstown town centre boy diaries appear to either be absent or cover the entire built up area.

Shortstown centre around the Shorts building is in fact very diffuse and amounts to one row of shops in reality. It is more equivalent to a neighborhood centre rather than a town centre.

Neighbourhood centres should be identified to enhance and protect their status as part of the application of 20 Minute Neighbourhoods. Such a strategy could help support sustainable communities. Such allocation and poly recognition would add strenght to Policy TC1S, support substantiality and give certainty for all (for example residents, investors).

CBC supports BBC’s aims in ensuring the vitality of town centres, particularly on the back of the struggles many town centres faced during the lockdowns brought about by Covid-19.

In order to ensure the longevity of town centres and retail outlets, Policy TC1S* is considered to provide the necessary support for town centres by providing a hierarchical approach.
