The town centre as it stands cannot support the extent of retail and leisure proposed.
Older people's villages (with care available as it becomes needed) should be built within town centres, by converting buildings or as newbuild. These would need to be ground floor level and above.
Creates safe residential environments in town, improving safety for everyone.
Creates intown employment for carers.
Families come into town to visit older relatives and stimulates the town s economy.
Older people dont need transport to get into town.
Keeps older people in familiar environments (most modern sheltered accomodation takes people out of town).

TC3 To get residents living above shops in the town centre, you need to make it attractive by including resident parking with charging points for electric cars in their own secure bays.

Development must create a high quality frontage. Many conversions of former ground floor commercial space result in adverse street frontages, detrimental to the streetscene, safety and living conditions.

This policy lacks any vision or ambition for Bedford Town centre, in terms of the feel, ambience and what type of businesses we want attract.
The policy is so vague, it basically says, you can set up any business you want as long as we can disperse businesses that could increase anti-social behaviour.
Lets have a purpose-built town centre theatre; there is space with all the large empty retail outlets. Make better use of pedestrianised areas with restaurants, cafes with outside seating. eg the square near Church Arcade, North Riverside area and space beside Debenhams. More greenery; more trees, plants.

The Parish Council fully supports draft Policy TC3 for the reasons expressed above.
The Parish Council does not consider that it in a position to comment on the “Local Centres” and would prefer to leave comment on those draft policies to those communities likely to be affected.
