The faceless housing estates that have been permitted by BCC on the periphery of Bedford over the last few decades are notable only for their 'identikit' nature. Head for Cambridge or Milton Keynes and one can instantly see that it's perfectly possible to insist of higher standards of estate design. It has yet to be explained by anybody exactly what cues were taken or vernacular considered in the design of these tedious looking settlements.

Design codes needed for Bedford Town Centre and Kempston High Street; design guide insufficient.
Over the decades, there has been no vision for Bedford and each development reinforces the piecemeal and haphazard approach to development. By only having design guide where strategy is to assess the distinctiveness of an area and then use this to guide future design in that vicinity, does not provide an overall vision, cohesiveness and sense of identity.
A design code for Kempston High Street, a would create a vision, address issues of lack of conformity to shop-fronts and guide how redevelopment money should be spent.

We welcome the preparation of a Design Guide. It would be helpful to mention the historic environment in paragraph 7.28. It would be helpful to have a specific policy in the Plan for the Design Guide to sit under.
We have been consulted on the SEA for the Design Guide and look forward to commenting on the Design Guide itself as it emerges.
Mention historic environment in para 7.28.
Include a policy in the Plan for Design Guide.
