Local Plan 2040 Draft Plan - Strategy options and draft policies consultation

Representation ID: 3894

Received: 28/08/2021

Respondent: Sir Graham Fry

Representation Summary:

This would be of concern if it meant a reduction in the Borough's commitment to net biodiversity gain. It would be better if the new policy stipulated that development should provide net environmental gain AS WELL AS net biodiversity gain.

Representation Summary:

I strongly support adding natural capital gain to biodiversity net gain to assess total environmental net gain. BBC should actively and rapidly move to embedding Environmental Net Gain into all their thinking and planning. I support Policy NE1.
Although this may be ahead of HMG policy, the decisions taken in Local Plan 2040 will affect the borough and it’s residents forever, so the proposed options for Local Plan 2040 should all be assessed from an environmental net gain perspective as soon as possible and these assessments should form a key element in BBC proposing a preferred option.
BBC should publish the results of their environmental net gain assessments for all options as soon as possible.
