This is absolutely infuriating: you cannot continue to develop - let alone develop at an accelerated pace - all over the countryside and not contribute to climate change. Your whole plan is completely at odds with current thinking as well as completely at odds with itself. No amount of "mitigation" will compensate for the development of the Oxford Cambridge Arc, all the associated infrastructure and 1M new houses. You cannot square your development policies with your environmental policies. You need to wake up to the current reality and start again.

The issue of climate change is well known. Bedford needs to have a more robust policy to promote walking which is the most popular form of sustainable transport. Cycle routes need to be improved and be in locations that are challenging in terms of engineering rather than adding to the network on the peripheries.

operational carbon emission and embodied carbon in construction materials. To enable transition to low carbon future and achieve carbon neutrality, all operational and embodied emissions need to be addressed.
It would also be beneficial to address role of on-site renewable energy generation that is likely to be crucial in transition to a low carbon future. The Design and layout of developments should also be maximised and safeguard opportunities for renewable energy generation. It is considered that Policy 53 would benefit from adding this consideration.
