We generally support this paragraph and note that many of the policies in the Local Plan 2030 are to remain unchanged. We would like you to consider particularly the role which trees and woods can play in tackling both the climate and biodiversity emergencies. Trees can sequester carbon from the atmosphere through photosynthesis and can also aid adaptation in a number of ways, including alleviation of surface water flooding and shading to reduce the impact of the urban heat island effect in hot summer weather.

We would like you to consider whether there is a need to adopt higher targets for tree and woodland planting and one thing we have suggested previously is extending the requirement for 30% tree canopy cover in new development across the whole borough: currently this only applies in the Forest of Marston Vale.

Probably worth changing the wording as the spatial strategy will increase greenhouse gas emissions as you can't deliver these projects, yet, with no greenhouse gases being produced.

Working towards reducing climate change means being extremely carbon negative. I don't see that happening with the strategy that has been outlined as there is nothing to reduce the current levels in the air.

Representation Summary:

The new spatial strategy and any new development that forms part of Local Plan 2040 should minimise climate change. Examples of criteria that should be met includes:
• We are in a climate emergency. All measures to reduce our impact on the climate should be the first priority.
• The natural environment should be protected and maintained, especially good quality farmland needed for food production.
• Any new development should take place on brownfield land before greenfield.
• Rejuvenation of Bedford town centre by changing use to residential to bring people into the town.
• Minimisation of car use/travel/CO2.
• Design standards for new houses to be carbon neutral avoiding heating using fossil fuels.
The proposed new settlement at Dennybrook does not meet these criteria; for example it will encourage more car use and the developer says that it could be designed to reflect best practice in mitigation of climate change, not that he will do this.

Representation Summary:

Taylor Wimpey generally support the council recognising the climate change agenda and the need to make a positive change though the way development is delivered and designed. A new settlement proposal, such as Denybrook, provides the opportunity to create a self-sustaining community through the creation of walkable neighbourhoods where all such day to day amenities are delivered via the 15-minute neighbourhood principles. This can also be supported by the promotion of active travel corridors and the internalisation of job creation to reduce the reliance of the motor vehicle.
The accompanying Vision Document sets how this can be achieved and how Denybrook can make a positive contribution in the council’s agenda to become a net zero authority.

Representation Summary:

• With a growing climate catastrophe – that the Liberal Democrats have led action against – threatening the viability of humanity and life on earth, the need for environmentally sustainable housing to be delivered has never been more important. Viability assessments on developments are currently used to avoid delivering sustainable and affordable housing. These must be reformed or scrapped to ensure that sustainability in its widest sense is not subservient to maintaining land values. We should write to the Ministry to request reform.
