Open Space must be planned at the same time and in parallel to the development that will need it, on a pro-rata basis. There may not be appropriate land available if left until later. Open Space Standards were accounted for in the Allocations and Designations Local Plan, Policy AD28 – what has changed?

Representation Summary:

The disappointing issue is the inequality in access to playing fields. Some parts of the Borough have limited sporting space and are some distance from playing fields. The impact of development is not helping and in some cases it is obvious that elements of the local plan that enhance quality of life are subservient to others which superficially offer economic development.

support the policy to hand open spaces to the parish councils, rather than allowing developers to hold on to them and exploit residents with exorbitant and hidden charges.

Support this but in some parishes there are actually more pitches than there are people to use them.
Without thought to other facilities such as changing and perhaps sharing changing facilities between multiple nearby pitches this can just be an excuse to site a pitch rather than providing more useful and usable provision.

We support the ongoing work regarding a Planning Pitch Strategy for the Borough. If this work concludes that new standards are required for the provision of open space within development, we would welcome the opportunity to provide our further comments.

The Council should insist that all open green space within new housing developments should be handed over to Town & Parish Councils for long term maintenance and not held onto by developers who charge residents much higher maintenance costs. There have been many recent complaints from Parish Council's and residents regarding this practice.

This is likely to be the new leasing scandal as developers eventually sell on their rights to 3rd parties who will rapidly increase costs to residents.
