We think that there has already been far too many houses built around here, Kempston Rural. The roads are already congested everyday and are not capable of the massive increase being proposed.
Doctor’s surgeries are overstretched due to the already increased housing.
There is already a school in Kempston Rural and in Wootton, less than a mile away from proposed building in Wood End Lane.
The impact this would create on the wildlife would be a disaster.
We have been residence for over 30 years and have seen the area lose its rural feel.
The proposed building of so many houses and school would completely ruin the area.

I obviously realise that you have to allow some building, however this area, in particular Wootton where I live has been totally changed from a village to nearly the size of a town! There is also more building planned for Wootton so we certainly do not need anymore housing in this particular plot of land.
We have had some infrastructure but the main problem is the doctors. Our health centre is the same size as it was when I moved here 21 years ago and the population has, like I have stated grown considerably, with this new development and all the other areas planned to be built on there will not be room for anymore people to be seen. This is the same for all the areas where the building is to take place we do not have the medical services. In addition the hospital cannot cope now and with the population growing with this building and all the other proposed developments, then I dread to think what will happen to peoples health.
The roads also with the increased traffic will not be able to cope and it will make it harder for everyone to move around.
I also strongly object to houses being built on this area as it was a farm and surely we will need areas to grow food if the climate carries on changing. The council could take the farm over and run it with trips from local schools to see how animals are looked over and food grown to make them interested in good quality healthy food.
I also cannot understand why more building isn't being considered in the north of the county? Why is it not being looked at there?
I therefore strongly object to any building in this particular area.

“Even in the context of Wood End and Gibraltar, the four proposed sites have no planning virtues. The proposed site at the eastern end of Wood End would merely extend the ribbon of roadside development into a pleasant open gap. The three sites west and north of Gibraltar, amounting to some 8 ha, are strips of open land utterly unconnected to the existing built form, though of about the same size in total. They encroach on to open land, and their development would merely invite more proposals for building outside the settlement in due course.”

“…Nevertheless, I find that there are good reasons to keep the remaining gap between the northern edge of Wootton and Kempston as wide and open as possible.”

Most recently, as part of the Local Plan 2035 Site Assessments, September 2018, it was found that the land at Gibraltar Corner, Kempston Rural was excluded at [stage 2] of the local plan as it “does not relate well to existing settlements [and] as such it is not suitable for development”

In order to assess the suitability and availability of each site. Stage 2 asks three key questions, one of which was, “Is the site suitable for development?”

The explanation provided in the report states:

“For the purposes of this assessment, for a site to be suitable it must relate well to the structure of the settlement and existing facilities, must not seriously harm important open spaces or important views into and out of the settlement, must not have a serious harmful impact on heritage assets, and must not have serious access constraints. The suitability of each site is rated green, amber or red, where red means that the site is not suitable for development and therefore should be excluded from further assessment.”

It should be noted that the land at Gibraltar Corner received a red rating meaning the site was considered not suitable for development.

Despite years of designating the site as unsuitable, Bedford Borough Council’s U-turn on the suitability of the site at Gibraltar Corner is unjustifiable and takes no account of the years of evidence showing that the proposal would erode a portion of the separating space between this and the settlement in Wootton and have a severe negative impact on the quality of life for all residents.

Additional reasons for objection:

• The site at Gibraltar Corner is not close to the edge of the designated urban area, and therefore is not an urban extension. The development of the site would merely encroach on to open land, and would invite more proposals for building in due course.

• Loss of tranquillity through increased noise/air pollution due to increased amount of traffic through Kempston Rural.

• The proposal detracts from the distinctive rural character of Kempston Rural and its setting which offers glimpses of open countryside. The increase in built form would affect the perception of the ‘rural’ nature of ‘Kempston Rural’.

• Limited employment and infrastructure mean most residents will travel by car to a place of work, shopping and entertainment.

We strongly reject the proposals and request instead that the space remains as open countryside.

Whilst there are no designated heritage assets within the site, there are a number of grade II listed buildings nearby including The Cottage, Kempston House, Ramsay Cottage, Tithe Farmhouse, Wood End Farmhouse, 157 Bedford Road and a cluster of buildings at Keeley Green. Any development of this site has the potential to impact upon these heritage assets and their settings.
We note that a Heritage Appraisal has been prepared by the site promoters for the northern portions of the site. The assessment recommends set back and open space to protect the Cottage and Kempston House. These spaces are shown in Figure 6 on page 58 and will help to protect the setting of these assets.
We also welcome criterion ix which lists and number f heritage assets. We suggest adding Wood End Farmhouse and Tithe Farmhouse to the list.
We welcome criterion x but suggest that the specific mitigation measures being proposed are listed here by adding the following words: ‘including open space and landscaping to the south of Kempston House and The Cottage and north west of 157 Bedford Road as shown on figure 6’.

It is important that policies include sufficient information regarding criteria for development. Paragraph 16d of the NPPF states that policies should provide ‘a clear

implemented.’

We wish too strongly object to the kempston Rural plan Gibraltar corner/wood EndRoad Local Plan 2040. This will destroy our rural way of life and devastate the wildlife in the Marston Vale woods of Buttons Ramsey and the Kill. The roads are busy enough without adding to the pressure with 2000 homes and a school. We have schools near by which causes stress to road users and children trying to cross busy road . This area can not take any more . You need to be looking for areas in which the roads can take extra traffic and not to spoil areas of beauty and wildlife for other.

As a Kempston Rural resident, I am writing to object to the building on this land. This is a lush, green, serene area full of wildlife and surrounded by Marston Woods. Any large scale building will destroy the rural nature of the area. Traffic on Ridge Road is already subject to a petition for a speed restriction. The density of traffic will increase, as will the level of noise and pollution.
We moved here because it is a quiet place. The Borough Council needs to find brownfield sites that do not destroy the tranquility of our living spaces.

HOU13 Land at Gibraltar Corner, Kempston Rural
5.32 Notwithstanding the Plan has proposed an allocation of land surrounding Gibraltar Corner, Kempston Rural which is a small residential estate west of the A6. We object to HOU13 as it is proposing significant development in this isolated location which is clearly not as sustainable as an extension to Wootton or adjoining the Bedford urban area. In the Settlement Hierarchy it is a Group 4 settlement (the lowest category) scoring a total of 8, which is for bus services. It did not score for any other service or facility. Policy HOU13 sets out requirements for development but as can be seen by criteria iv, v, vii residents will rely on vehicular connections to more sustainable locations, including Wootton and Biddenham. It is not a new settlement but a larger residential estate in the open countryside. With a need for houses in the area as established by HOU13 and HOU14, then Wootton would be the most sustainable location to deliver some of this need.
