As it is already near the end of 2020 and the current plan does not end until 2030 it would make better sense to start at 2025 and extend to 2045.
Any new location chosen for housing growth must avoid significant increases in road traffic emissions and congestion. and must not increase carbon emissions the high pollution and . To deliver the level of housing required slight extensions of the urban area or villages would not be sufficient. The need should therefore be catered for by one or more new settlements alongside a new railway station. To be fully sustainable the best location would be the earlier proposed settlement at Wyboston near to the proposed Tempsford/St Neots railway station on the new east-west line between Bedford and Cambridge. It should have a direct cycle link to St Neots town and railway station together with a regular bus service. The settlement would also be adjacent to the new E/W expressway for those that have to use a car.
An adequate bus service, a new railway station if near a line – MML or EW and, if near the urban conurbation, a high quality segregated cycleway. These facilities must be delivered before significant housing growth is delivered.
Ideally new employment sites should be located within cycling and even walking distance of housing developments to avoid the need for travel by car.

Connectivity of the cycle network to and through the town centre with high quality segregated cycle paths to make cycling safe and inclusive is a must to make the town centre economically viable.
All developers should be made to use all the sustainable/environmental techniques currently available to ensure that all new buildings are carbon emission free. All new developments should be linked sustainably to existing or new bus routes, be near existing or proposed new railway stations and have high quality segregated cycle links to existing networks.
