operational carbon emission and embodied carbon in construction materials. To enable transition to low carbon future and achieve carbon neutrality, all operational and embodied emissions need to be addressed.
It would also be beneficial to address role of on-site renewable energy generation that is likely to be crucial in transition to a low carbon future. The Design and layout of developments should also be maximised and safeguard opportunities for renewable energy generation. It is considered that Policy 53 would benefit from adding this consideration.

The approach of combining needs of travelling (Planning definition) and non-travelling G & T and TS is noted and considered appropriate. At Central Bedfordshire the approach has been to distinguish the two.
The number of G&T and TS pitches are also noted, with 22 pitches (G & T) and 8 pitches (TS) needed in early plan period up to 2025. Paragraph 8.23 suggests that the Council will be submitting new applications to meet all the needs for the Plan period. It is considered that some assurances are needed to ensure this early need is to be met, via an allocation within the plan to reflect this. It is also unclear as to why there should be no criteria-based policy to assess new planning applications for private pitches which will likely also come forward in the plan period.
