RPC firmly believes that this policy should refer to policy 75 in the Local Plan 2030, specifically that
development in the countryside would not create significant demonstrable harm of the area. RPC also
believes that this policy should refer to policy 7S of Local Plan 2030 in terms of the need to
demonstrate community need, community support and Parish Council support.

RPC suggests the policy should be extended to include a requirement for 10% of all new dwellings should be ‘Life Time Homes’ standards and in rural areas 5% of new dwellings should be bungalows.

RPC suggests the policy should expressly refer to emerging government policy for all new developments to delivery 10% Biodiversity Net Gain (BNG). In addition, it should be requirement on all rural sites that the BNG is delivered on the application site and not off site.

RPC suggests the policy is amended to include a 4th criteria where ‘change of use of public houses’ should be allowed e.g. iv The property is registered as an Asset of Community Value. Furthermore, RPC suggests the ACV initiative should remain as an adopted policy with the Local Plan 2040.
