Black Cat and EWR will create increased travel movements that must be accounted for before not after their completion.
Flow on A421 to west of Black Cat will increase enormously according to Highways England forecast. Noise and congestion could result between A1 and M1 and to south of Bedford area.

Growth placement should be a best sustainable compromise, not by NIMBY rejection. There needs to be a long term stable strategy, not a flip-flop change of tack every few years
