We agree with the Borough that the Government's methodology for calculating and allocating future demand for housing is flawed and overstates the number of units needed. This is likely to result in a disproportionate and economically unsustainable increase in housing provision and place serious strain on transport infrastructure and public services.

We consider that the projected increase in housing need is based on flawed methodology and is disproportionate and unsustainable in terms of the likely availability of employment and overburdening public services. Further, the focus on the south-east seems at odds with the Government's espoused 'levelling up' agenda.

Whilst broadly supportive of the Borough's aims and strongly in favour of adopting a principle of 'brown field first' and the conversion of surplus retail and commercial buildings or sites, there needs to be a continued commitment to ensuring that housing quality and environmental standards remain high and are overseen appropriately.

We are supportive of the current proposals, as long as implementation reflects the following principles\;
- 'Brownfield sites are considered first, before new housing is proposed for greenfield sites and new settlements
- Environmental and build standards are high and enforced
-Existing villages are not over-whelmed by disproportionate expansion
-Accessible green facilities, e.g. parkland and public open space, are not destroyed
-Proper advance planning and funding is made for the impact on public services
-Bedford's historic townscape is respected and protected
