The Council notes that all existing policies in Local Plan 2030 will continue and be included in Local Plan 2040. In particular the Council stresses the need for LP Policy 99 (Loss of existing Sports and Community facilities) and Policies AD 41 Urban Area Boundary, AD 42 Local Gap and AD43 Urban Open Spaces and Gaps relating the definitions and protection of the Urban Gap to be included in the new plan with no change.

The Council welcomes the inclusion of the importance of local green spaces, and also the Country Park at Great Denham in its reference to Parks west of Bedford.

The Council welcomes the recognition of the importance of sustainable development, avoidance of high areas of flood risk and the focus on securing net-gain in both diversity and environmental quality.

The Council is concerned that the impact on all options (2a/b/c/d) on transport infrastructure serving Great Denham will be significant and adverse without sufficient steps being taken to introduce better transport options for public transport and to alleviate congestion.
Great Denham has been marketed by developers to appeal to commuters, whether by car or rail, and so the provision of congestion free, affordable transport options are necessary if any of the proposed options is to be adopted.

Growth of home-based business, and also home-based employees, has increased as a result of the Covid-19 pandemic and is expected to continue. Suitable technology and policy provisions should be included to reflect this.

The impact of behind-housing courtyard parking on both on-street parking congestion, anti-social behaviour and crime has been felt in Great Denham due to the current design of parking arrangements.
