The Marsh is a narrow road that will not be easy to widen, and is not suitable for increased travel to this site, and there is certainly no room to both widen the road and provide a footpath. In addition the heavy rain in December caused the site to flood. it is in a mineral safeguarding area and will affect a number of heritage assets. This site was rejected by Carlton NDP.

Access to the site in on a junction with three roads- The Moor, The Marsh and High Street, with no room to mitigate a junction and access would be dangerous. In addition it is known that the field floods. It is in a mineral safeguarding area and would require two memorial trees to be removed. This site was rejected by Carlton NDP

Access is not suitable onto The Causeway. In December 2020 there was a issue with the fields and flooding, property was damaged on Pavenham Road, and Pavenham Road/Bridgend turned into a river. This site was rejected by Carlton NDP and there is no requirement for houses in Carlton, and certainly not of this volume.

This is a designated open view which has been reiterated as such in the NDP. Consulation feedback from residents is that they did not want any open views built on. The Borough document states that risk of flooding is 0.1%. The Parish Council would suggest that this is incorrect as The Old Manse ( next door) was flooded from water coming through this field December 2020. If there are houses placed on this field they would be subject to run off from the fields behind as evidenced by flooding seen at both The Old Manse and properties in Sharpe Close.

This site is too far away from the village, with no pavement on a busy road. The Highways comments are noted with some amazement by the Parish Council who comment as follows:
- The road is a well used road as a cut through via Felmersham and Milton Ernest to the A6.
- It is also the only road that can be used on occasions when the bridges flood, so to say there is ‘some light traffic’ is considered an understatement.

- The Crossroads (Bridgend/Pavenham Road etc) is in reality only 1.5 lanes wide, with several incidents of houses being hit.
- The bus service is along Bridgend. Whilst mention is made of using the public footpath via Chellington Church drive, past the sewage works into the village we comment as follows:
o This is a very muddy path in winter across fields
o It would take twice as long as walking down the road
o It would never be suitable for those with mobility issues.
o It exits on Bridgend on a sharp bend

In addition any housing at this site would impact on the Grade 1 listed church. Carlton NDP clearly states the requirement to conserve existing heritage. In addition policy CC1 (f) would be contravened by building here as it will be on the skyline.
