By only including the four favoured options of the council in the literature sent out, as well as highlighting the same options at the open events and online you are ensuring that only one of those four will be taken forward. Its ok to say you can still comment on another option, the reality is though the council have by design or otherwise manipulated the outcome, the public will focus on the four provided. If the council generally do not want, the other options, or they are not viable, you should have discounted them, otherwise all should have equal prominance.
