Bedford Borough Local Plan 2040 Plan for Submission

Representation Summary:

SHARNBROOK NEIGHBOURHOOD PLAN
I am born bred and educated at Sharnbrook and Bedford before 3 years at college. I worked in north Beds for 40 years before retiring in 2016 and becoming a consultant to pave the way for improved planning in Sharnbrook and neighbouring villages. I have lodged a number of reps previously, particularly on the borough plan progress. I have missed previous deadlines for the borough Plan and some of the subsequent neighbourhood Plans and I would ask to be kept informed on my former homeland and my retired home is near Huntingdon but I am in Bedford a lot because it is still my “home” with dentist, opticians, garages, Waitrose and many other facilities.
It is the SITE ASSESSMENT by the Council which concerns me the most around Mill Road, the one closest to the Fordham Arms PH falls in with the character of the village but the chosen one by Parish maps beyond the site 236. The site is far too large and divorced from the village as a whole and separates the village wrongly.
Merely because of my knowledge of the village and its progression over 67 years. The Council just cannot get North Beds right and this latest proposal at Sharnbrook is another big mistake. Other more central sites should be chosen before this effectively stifling separate ‘estate’.
Soundness is my only query and with respect to planning and development proposals.

Representation Summary:

Located about 5 miles west of Bedford. A small village with historic church and in need of some expansion to make it home for more people. It is about 13 miles from Milton Keynes so is well located. The site attached needs development, was granted planning permission in outline in December 2019 for 6 dwellings to the rear of the site but site peculiarities have halted progess at present.
I make representation for a client who has no objection to the 6 houses in the backland location so long as the frontage areas remain open land as it has always been.
STAGSDEN NEIGHBOURHOOD PLAN
I am born bred and educated in North Bedfordshire before 3 years at college. After school I returned to carry out my chosen path in land agency and surveying. I worked in north Beds for 40 years before retiring in 2016 and becoming a consultant to pave the way for improved locality. I have lodged a number of representations previously, in connection with the new Borough plan progress. I have missed some previous deadlines for the borough Plan and some of the subsequent neighbourhood Plans and would ask to be kept informed of Borough Planning progress albeit now residing near Huntingdon. Bedford still my “home” for the usual requirements of dentist, opticians, garages.
Soundness is my only query and with respect to planning and development proposals.

WILLINGTON NEIGHBOURHOOD PLAN
I am born bred and educated in North Bedfordshire before 3 years at college. After scool I returned to carry out my chosen path in land agency and surveying.
Willington is a composite village and borders a matrix of road roadways/lanes to the south. It was formerly designated a Rural Service Centre in the early Call for sites programme.
The principal built up areas in the village are either side of Station Road which grows into Church Road and Chapel Lane Branches. It does have a school, garden Centre and Nursey and playing field. What is does not have and needs is a formal post office and MORE RESIDENTS to make use of its position and services. There was a site under consideration for some 35 units but this is totally insufficient for the needs of the village. The Parish is now considering sites in Sandy Road (542 up to 5 dwellings), in Bedford Road adj to 55 (up to 6 dwellings) adj to 77 Bedford Road (up to 7 units). This is totally unrealistic with the demand locally and the best solution would be to develop the area hatched and edged red on the attached plan. Areas would be from Gostwick Place existing and on Barford Road and would be divided as required periodically.
Soundness is my only query and with respect to planning and development proposals.

FELMERSHAM AND RADWELL
I am born bred and educated at Sharnbrook and Bedford before 3 years at college. Felmersham is a composite village bordered by the River Ouse to the north. It has two internal roads linking to nearby villages. The main roadway from the church leads on to Radwell. The village open spaces provided around serve the village with some employment – bring back the PH, bakery etc and a larger village would use them.
Soundness is my only query and with respect to planning and development proposals.

Pavenham was my first place of working after leaving college where I joined Beazley and Sons, Land Agents until I retired in 2016. A lovely unspoilt village with river, superb golf course and club sportsfield and community hall and superb country walks. What it does lack is a cogent community presence to keep it viable and more suited to younger people. The Bury Farm site will help things but another couple of smaller sites would help the village status.
Soundness is my only query and with respect to planning and development proposals.

Harrold is a composite village with good amenities and facilities. Due to the great demand for housing in these larger villages like Sharnbrook and Harrold there are several sites suitable for housing but one in particular is at little Odell, edged yellow on the plan herewith.
Soundness is my only query and with respect to planning and development proposals.

• We value the significant role Parish Councils have played through developing their own Neighbourhood Plans. It is important that local residents and representatives have their say on developments in their local area.
