Representation Summary:

- We strongly support the suggestion that we should go further than biodiversity net gain and adopt an environmental net gain approach in planning and development, and note the opportunities afforded by the Local Plan 2040 to update policies.
- We welcome the reference to natural capital assets and the associated benefits such as flood protection, improved water and air quality that can be achieved from developments.
- We are pleased to note that in preparation for the emerging principles of net environmental gain, it is proposed to replace Local Plan Policy 43 with a policy which explains that development should provide environmental net gain and not just biodiversity net gain.
Please consult us if other aspects are being considered within our remit as well as on proposed development sites following application of the sequential test.

There is a real danger of a 'wild west Arc' with developers already pushing and speculatively creating visions for large new settlements on high grade agricultural land.

The Arc and its strategies and for that matter its technical groups will be playing catch up.
