I am concerned that the Arc Environment Strategy (AES) is an after thought and not at the heart of the plans. The plan also doesn't confirm that the AES will deliver the borough's share of government climate targets.

We very much take issue with the standard method of assessing housing need and the impact on Bedford Borough, it being environmentally unsustainable. Bedford Council has a record of consistently at least delivering the housing requirement set out in development plans. 27,100 new homes are to be delivered over the Plan period which is excessive and unsustainable in all respects.

The environmental reference does not link economic targets to environmental one - specifically there is no commitment here for this to achieve net zero at any point, nor for any other sustainability measures.

This plan must be re-visited given recent comments from the Transport Secretary which bring the EWR into question. Additionally the EWR must be electrified from day one to ensure Net Zero targets are met. Finally the route needs to be revisited so that environmental and social damage is minimised - even if this increases cost.

Developing the main road and the Black Cat roundabout are directly in conflict with the stated aims of delivering a net zero state for the Arc as evidence clearly shows that increased road building merely increases traffic volumes. This funding should be diverted to provide cleaner cost effective alternatives; and to encourage the rise of remote working wherever possible.

Wed would comment that the second bullet should be stating that we are aiming for environmentally sustainable economic activity. Focusing on 'growth' is likely to mean that this is not possible.

Themes 2, 3 and 4 are absent of any specific references to either net zero or environmental sustainability. While we acknowledge that this is covered in Theme 1 its absence from the other themes significantly increases the likelihood that these themes will not deliver either net zero or environmental sustainability when implemented.

In Theme 1 - the first bullet MUST be to achieve a carbon neutral borough. Anything else is a failure to deliver on the council's declaration of a climate emergency. We have already started to see the impacts of climate breakdown and in the face of a lack of action from central government it is critical that local councils take this responsibility seriously.

We reject the notion that the vast majority of policies do not need to change. We outlined in our earlier submission significant areas where the policies were not consistent with driving a net zero agenda, increasing biodiversity, tackling deprivation, delivering appropriate housing or transitioning to a green economy.
