We would challenge the use of passive language in this policy, e.g. A iii "contributing to more walkable and cycle-able neighbourhoods" and instead request that instead there are specific requirements e.g. "a minimum of a doubling of walk-able and cycle-able" or similar language. Too much of what is written permits insufficient action to be taken.

We would ask for the following adjustment to wording: "The assessment will relate to the impact on Bedford town centre, Kempston district centre, local centres and the environment within the catchment and demonstrate that development will not have a significant adverse impact on town centre vitality and viability or existing, committed and planned investment in the centres.
We appropriate that environmental guidance may well be contained elsewhere in the process, but it is important that the environmental considerations remain explicit stated at all levels of policy.
