Again there is an implicit assumption that the E-W Rail project will be completed by 2030, as far as Bedford - Cambridge is concerned when this is not at all certain. The Black Cat roundabout and A428 improvement should be but the E-W Rail project is unlikely to survive as proposed or be completed until closer to 2040 than 2030. In this respect the 2040 LP is being formulated on shifting sand foundations.
