Probably worth changing the wording as the spatial strategy will increase greenhouse gas emissions as you can't deliver these projects, yet, with no greenhouse gases being produced.
Working towards reducing climate change means being extremely carbon negative. I don't see that happening with the strategy that has been outlined as there is nothing to reduce the current levels in the air.
