It is not justified, because not proportionate, to use a 'dwelling-led population forecast' to plan new housing in the Borough up until 2040. It attempts to justify significant additional housing on the grounds that, once it is built people will occupy it, including 22,000 above existing trends from outside the borough This is an unsound basis for local planning given uncertainties about infrastructure (4.22 below) and delayed progress of the Oxford-Cambridge Arc. It is incompatible with the Borough's own net zero carbon target, in addition to that of the Arc. If unoccupied, will the housing target be scaled back?
