The stepped trajectory for housing numbers is sensible as it will allow for critical strategic issues (e.g. the Arc and EWR) to become clear and hopefully HMG to revise the standard method to bring some common sense to places like Bedford who are being forced to deliver even more houses than already provided (even though this is already 3 times the national average).
