Bedford Borough Local Plan 2040 Plan for Submission

Representation ID: 9207

Received: 25/07/2022

Respondent: Mr Tom Tagg

Representation Summary:

The development at Little Barford needs to be planned with Central Beds (who are also planning a new development at Tempsford) and St. Neots District Council who are already building major new developments (Loves Farm and Winteringham) close by. This applies particularly to infrastructure plans which MUST be integrated and agreed between BBC, CBC and StNDC.

Representation Summary:

I support this policy, which proposes growth on brownfield sites, sites south of Bedford and at a new settlement in Little Barford. This is in keeping with the NPPF which states that brownfield sites, and sites with sustainable transport links are preferred and that grade 1 and 2
agricultural land should be avoided. Against a backdrop of threats to the global food supply and supplies of fertiliser, and with climate change threatening crop yields it would be an act of folly to develop our agricultural land.

Section 4.4:
Discusses land adjacent to School Lane referring back to Local Plan 2030, this is of particular relevance to Roxton and the following points are made:
• The Local Plan 2040 text (Policy DS2(S) Spatial Strategy, item ix) refers back to Local Plan 2030 Policy 27 regarding Land North of School Lane in Roxton. In Local Plan 2030, Policy 27 is 'REMOVED'. The correct Policy number appears to be Policy 28 in Local Plan 2030.
• Notwithstanding the error above, Roxton PC again reiterate the point that the correct policy referenced from Local Plan 2030 stated that the land North of School Lane in Roxton identified for Potential Development highlights only approximately 50% of the land outlined, yet all developer plans submitted to date have sought to utilise the complete area outlined in Red. This contravenes Local Plan 2030 and by reference continues to contravene Local Plan 2040.
