I refer to the National Planning Policy Framework. It places great emphasis on the need to make the most effective use of previously developed land and land within settlements. The Draft Local Plan needs to provide evidence as to how the BBC will comply with the NPFF.

BBC has not undertaken any assessment as to the potential development capacity of sites in the Borough. It is not appropriate nor transparent to select preferred options without properly having assessed the capacity of the sites being promoted by developers and land owners who will make considerable money out of these ventures. Why is BBC not doing any assessment of its own but is saying that the capacity assumptions are informed NOT by the Council’s own work but through the quantum of development put forward through the call for sites and then there will be further testing. Why are we asked to comment on theoretical assumptions and not hard fact? That is not transparent. Further if the assumptions prove not to be correct, BBC cannot rely on any feedback given at this stage and will have to have further consultation with failure to do so being at best a lack of transparency could be challenged legally.

BBC’s Development Strategy Topic Paper states that one of the 5 ‘components of growth’ it has tested is ‘within the urban area (sites within the urban area boundary)’. BBC states that Sustainability Appraisal concluded that the ‘within the urban area’ component performed the best of all of the potential components….”within the urban area component performed best. It was likely to have a more positive effect than the other components, particularly in relation to reducing carbon dioxide emissions, promoting town centres, encouraging physical activity, providing for residents’ needs and access to community services and reducing the need to travel and promoting sustainable modes of travel. It was likely to have fewer negative effects than any of the other components of growth…”

It therefore follows that a development like Dennybrook which is miles away from a town centre that requires cars to get anywhere (see my later comments on the fact it is too far to walk or cycle to amenities and stations) is completely contra to those statements and should not be supported. These findings must be addressed as they are absolutely key to the future of the county and the country and we should not be making short term decisions on housing to the expense of the overall agenda for reversing climate change and promoting sustainability. I cannot see why we would not target smaller pockets of growth in a sustainable way instead of paving over large tracts of prime agricultural land. We should look at already developed land and urban areas and smaller developments and BBC should be aware that it has to address these inconsistencies in its approach.

Further the NPPF expressly requires that the authorities need to make as much use as possible of previously developed and brownfield land in the Borough. BBC needs to demonstrate that it has made material steps towards fulfilling this stipulation.

BBC has not taken into consideration the potential release of a proportion of its employment sites for potential housing development eg the existing employment sites assessed as ‘monitor and manage’ in the Council’s Employment Land Review.

This representation sets out a number of comments and concerns with the Draft Strategy Options. These can be summarised as:
• There is a need for clarity over the treatment of emerging Neighbourhood Plan allocations. The inclusion of sites to meet existing Local Plan growth in areas such as Great Barford should be the baseline position for the Local Plan 2040 – whether that be through a successful Neighbourhood Plan allocation or, should the Neighbourhood Plan fail, through an allocation in the emerging Local Plan 2040.
• The Local Plan 2040 needs to be set within a longer-term vision to satisfy NPPF paragraph 22.
• Additional land needs to be identified to provide flexibility and contingency in supply and consideration needs to be given to a potential uplift in relation to wider economic growth in the Oxford to Cambridge Arc.
• There is support for the identification of the A421 corridor as a focus for growth.
• The two new settlement option is not considered a robust or sustainable approach to meeting housing need.
• There is a concern over the assumed capacity of the urban area/urban fringe and the rail focused options to deliver the stated level of development.
• There is a concern that the assumed delivery of the settlement options may be overstated.
• There is an unjustified split in the parishes along the A421 corridor, with a more appropriate approach being to look at the area as a whole and identify the most appropriate available sites.
• There is a need to increase the level of development focused along the A421 corridor, given the constraints with other growth options.
• The site assessment process needs to be made robust through the use of available evidence allowing a proper consideration of site suitability.

Thakeham are promoting land to the west of Eaton Socon, between Kimbolton Road to the north and Bushmead Road to the south. As part of this promotion, we have prepared a high-level Vision Document, which sets out our aspirations for the site that reflects our core values of sustainability and place-making. A copy of this document is appended to this letter as part of these representations.
Comments on Growth Strategy
Bedford sits within the Oxford-Cambridge Arc, which is the science and innovation capital of the country and is competing on the international stage. The ambition of government and local partners is the delivery of “high-quality, well-connected and sustainable communities making the Arc an even more beautiful place to live, work and visit.” In order to deliver on these ambitions, Bedford needs to provide sufficient high-quality housing and facilities that will attract new employers and allow existing to remain and attract the staff they need.
Bedford has good road and rail infrastructure in place, with further rail improvements coming forward in the form of East West Rail. This will make Bedford a preferred location for new growth in the future. To ensure sustainable growth across Bedford, development cannot be focussed solely around the existing town boundary as proposed under growth option 2a.
Focussing all new development around the existing settlement boundary would result in further pressure on the town’s educational, medical and social infrastructure as well as increasing congestion, which would have further negative impacts on the environment. This will also impact all other settlements within Bedford district, with no new development or services provided for the north of the district. There should be a more balanced approach to provision of growth and services ensuring all new and existing residents and employers are well catered for.
It would be more appropriate to spread development across the district, with smaller growth around Bedford and new settlements near existing and proposed transport infrastructure in the north of the district, that can be built with new services and community facilities that can take some of the pressure off existing services in Bedford.
Therefore, we believe that Options 2b, 2c, and 2d are all more appropriate as they identify new settlements at Wyboston that will be well supported by the existing Great Northern and Thameslink train services, as well as the new East West rail line, providing sustainable transport opportunities.
Growth options including a new settlement at Wyboston are more appropriate as they will provide additional services in the north of the district, which will benefit the wider population of the Borough beyond merely Bedford town centre.
Identifying the Wyboston area for growth allows for flexibility in future growth, that doesn’t have to be focussed around the Bedford settlement boundary.

These representations endorse the inclusion of the ‘east’ corridor parishes as part of Preferred Option 2d but in practice indicate that this is illustrative of a need for a ‘hybrid’ approach to provide for an appropriate strategy in accordance with national policy and guidance (NPPF2021 paragraph 35(b)).
These representations conclude that any selected strategy option that does not include growth in the ‘east’ corridor parishes would be unsound and fail to comprise an appropriate strategy or genuine reasonable alternative for the purposes of the Sustainability Appraisal. This is due to soundness issues identified with the delivery of large-scale strategic growth comprising other components of the Council’s Preferred Options.
The assessment of the benefits associated with Option 2d should be extended to reflect the ability to support a prosperous rural economy in this part of the corridor. The Council’s current testing of strategy options does not indicate any contribution towards the requirements for jobs growth and employment floorspace in this part of the corridor, with our client’s Land at High Barns Farm demonstrating one example of how this can be achieved.
Specifically in relation to our client’s interests at Highfield Barns national policy at Paragraphs 84 and 85 makes provisions to support a prosperous rural economy. The existing strategic policies of the LP2030 overlook this priority and provide no specific requirement to support the growth and expansion of existing floorspace and opportunities for job creation. As a result, this is not a matter addressed by the deferral of site allocations to Neighbourhood Plans.
Paragraph 85 of the NPPF2021 recognises that sites to meet local business and community needs in rural areas may have to be found adjacent to or beyond existing settlements, and in locations that are not well served by public transport. In the case of our client’s interests at High Barns Farm, opportunities to provide for sustainable development that reflects this context are satisfied by the wider functional relationship with opportunities in the Ox-Cam Arc. The site also accords with national policy in terms of supporting the diversification of agricultural and other land-based rural businesses (paragraph 84b) and the conversion and re-use of existing buildings (84a).
Preparation of the Local Plan 2040 is an important opportunity to address the requirements for economic development in the rural area. In the case of Roxton, this can be achieved in a manner that complements the wider strategic opportunity within the A421 corridor as part of providing choice and flexibility and overcoming a reliance on large strategic sites.

• Transport corridor – south: land within the parishes of Cotton End, Elstow, Kempston Rural, Shortstown, Wilstead and Wootton (1,500 dwellings).
• New settlement at Little Barford (3,085 dwellings) or Wyboston (2,500 dwellings), up to 20 ha employment.
• Total between 12,500 and 13,085 dwellings and up to 151 ha employment.
Staploe Parish Council proposed in response to the Issues and Options Paper that the more appropriate growth strategy would be to apply a dispersed growth strategy (grey option), targeting housing and employment growth attached and within existing settlements and along transport corridors. Such a strategy would negate the need to build on the wider ‘open countryside’ attributed to the Parish of Staploe and align with the parish’s submitted objections to being classified as “Urban Growth”.

I consider that the dispersed growth strategy is still applicable which would include housing growth to existing serviced settlements, plus A421 transport corridor and rail growth, as well as the proposed new settlement of Little Barford (option 2b, in part). Such a strategy would provide 13,085 dwellings, including at least an additional 10% allowance for growth to small and medium scale housing sites associated with the existing key and rural serviced settlements. Applying the ‘low option’ to the rail corridor would reduce the development pressures along this corridor.
In support of a dispersed growth strategy, it makes clear at Paragraph 68 of the NPPF that the Council’s Local Plan should identify a supply of housing covering ‘years one to five, specific developable sites or broad locations for growth, for years 6 – 10 and, where possible, for years 11 – 15 of the plan’. Paragraph 69 goes on further to state that ‘Small and medium sized sites can make an important contribution to meeting the housing requirement of an area, and are often built-out relatively quickly.’ The development around existing served settlements would provide for these small and medium sites, which could deliver early in the plan period negating the reliance of large urban extensions and new settlements which inevitably are built out towards the end of the plan period, and potentially beyond. It is noted within the Settlement Hierarchy (September 2018) that the main urban settlement of Bedford/Kempston provides the most services, employment, public transport and facilities, and it is therefore where additional urban development should be focused. In addition to this, further sites can be allocated to key and rural serviced settlements as identified in sections 3 and 4 of the Settlement Hierarchy report, which identifies six key service centres and 10 rural service centres. Further development in and around these settlements would support existing services and facilities. It is also noted that the report is currently being reviewed. I would like to highlight that our parish has always been classified as open countryside in the settlement hierarchy so we are surprised that we are now deemed suitable for large scale development and would like to know what has changed.
In terms of windfall development, this would be identified over and above any proposed allocations to existing serviced settlements. The Small Sites Topic Paper (June 2021) notes that the windfall requirement for Bedford Borough Council is 2,250 dwellings over the plan period. BBC have identified through the topic paper that this figure would be exceeded by 920 over the plan period, contributing positively to delivery. Whilst windfall cannot be entirely relied upon, the growth strategy outlined at paragraph 3.7 can provide for a quantum of development that is over and above that of the required housing need. It should also be noted that Bedford Borough Council easily exceeds the NPPF requirement of 10% development on small sites through windfall sites.
The proposed rail corridor development for option 2b identifies around 5,500 dwellings for the areas of Kempston Hardwick, Stewartby and Wixams. Applying the ‘low option’ to the rail corridor would reduce the development pressures along this corridor. However, it should be noted that applying the additional new settlement of Little Barford would add an additional 3,085 dwellings in the ‘rail corridor’. The preference of Little Barford as a new settlement will mean that the proposed East West rail Station to the south of St Neots will provide for a truly sustainable form of development where there is a choice of sustainable modes of public transport – adhering to the strategic objectives of the Council and the draft Local Plan. The site at Little Barford has better connectivity to the existing settlement of St Neots and to the existing mainline station than Dennybrook (site 977). This settlement at Little Barford would enable access to a large number of services and facilities, including existing employment which would reduce the need to travel by car. In addition, the timing for the East West rail connection between Bedford and Cambridge is due to commence in 2025. This could potentially align with the delivery of Little Barford. Future masterplanning for the Little Barford settlement could join up with detailed track alignment and station location for the East West rail station. St Neots already has planned expansions to the east at Loves Farm and Wintringham Park and Little Barford would align with this strategic expansion. In contrast any development at Dennybrook (site 977) would form part of the first phase of a large new town of up to 10,800 homes in an entirely rural, unserviced location.
In terms of the proposed settlement at Dennybrook (site 977) (site land west of Wyboston), this ‘new settlement’ does not provide a suitable alternative. This proposed settlement provides for around 2,500 homes. It is located very close to the existing settlement of St Neots and Wyboston and entirely engulfs the existing hamlets of Honeydon and Begwary. It appears to offer very little separation causing potential coalescence. This new settlement would also be car dependent with limited access to the wider road network due to the existing narrow roads. There is poor connectivity in terms of a choice of sustainable modes of transport, including the train. Further details in respect of the proposed development at Dennybrook are addressed in the site assessment for Dennybrook (site 977).
It is evident that the Council’s Draft Sustainability Appraisal, dated June 2021 (DSA) that all spatial options have been assessed. However, options 2b, 2c, and 2d clearly identify two new settlements. In order to fully consider the social, economical and environmental impacts associated with these two proposed settlements, their impacts need to be assessed separately and fed into the draft SA. At present, the options testing within the draft SA are not accurate as a result. Accordingly, Bedford Borough Council have not robustly assessed the options, and therefore have not adequately evaluated the likely significant effects on the environment, contrary to The Environmental Assessment of Plans and Programmes Regulations 2004.
Another option may be a new settlement of 2,500 homes at Twinwoods or Colworth. The Parish Council believe that the problems on the A6 north of Bedford are going to need to be resolved anyway in order to support the housing development proposed in the 2030 plan and for residents to access the east west rail station in the centre of the town. We believe that development of a new settlement of up to 3,000 homes at Twinwoods (site 883) or Colworth (site 1002) could provide the infrastructure funding to support improvements to the A6 which have long been needed and provide residents with access to the east west rail station in Bedford. A northern parkway station could be considered in future to provide sustainable transport for those in the north of the Borough. Twinwoods would include a significant proportion of brownfield land and Colworth includes lower quality (grade 3) agricultural land and so would comply with the NPPF requirement to utilise brownfield land or lower quality agricultural land before high quality agricultural land. These sites would also support Bedford Town Centre. Colworth was the site supported in the 2035 plan which was later reviewed. The A6 was not a considered sufficiently problematic to prevent this site being adopted – the site was dropped because it was difficult to mitigate against the noise from Santa Pod. So we find it hard to understand why the A6 is deemed such an insurmountable problem now.

I consider that option 2b with a new settlement at Little Barford is the best option. The East West rail station south of St Neots will provide a truly sustainable form of development at Little Barford. It will be better connected to the new station than Dennybrook. The latter does not provide a suitable alternative – too far from the rail station, risk of coalescence, good agricultural land. Our second preference if Little Barford were deemed unsuitable would be Twinwoods at Thurleigh as a significant part of the site is brownfield land. See above and site assessments for reasons.

I would like to highlight that our parish has always been classified as open countryside in the settlement hierarchy so we are surprised that we are now deemed suitable for large scale development and would like to know what has changed.

We believe that development of a new settlement of up to 3,000 homes at Twinwoods (site 883) or Colworth (site 1002) could provide the infrastructure funding to support improvements to the A6 which have long been needed and provide residents with access to the east west rail station in Bedford. A northern parkway station could be considered in future to provide sustainable transport for those in the north of the Borough. Twinwoods would include a significant proportion of brownfield land and Colworth includes lower quality (grade 3) agricultural land and so would comply with the NPPF requirement to utilise brownfield land or lower quality agricultural land before high quality agricultural land. These sites would also support Bedford Town Centre. Colworth was the site supported in the 2035 plan which was later reviewed. The A6 was not a considered sufficiently problematic to prevent this site being adopted – the site was dropped because it was difficult to mitigate against the noise from Santa Pod. Importantly, development within urban areas performed best particularly in reducing carbon emissions, promoting town centres (which incidentally are in decline), encouraging physical activity, delivering residents’ needs, access to community services (which are so important to mental wellness) and reducing the need to travel and promoting sustainable types of travel. New stations south of Bedford are planned and the A421 has capacity for additional traffic.
Option 2b: Alternative Preference
Of the other options that have been presented in the consultation Little Barford (site ID 907 – option 2b) is by far the most appropriate alternative, but excluding Wyboston / Dennybrook, which would provide additional 3,085 dwellings in the rail corridor, for the following reasons:
• A development in and around the urban area plus A1 and A421 transport corridor with rail-based growth parishes

A new development of up to 3,000 homes at Twinwoods (site ID 883) or Colworth (site ID 1002) could provide the infrastructure funding to support improvements to the A6 which has been needed for some time to provide residents with access to the east west rail station in Bedford. A northern parkway station or guided busway could be considered in the future to provide sustainable transport for those in the north of the Borough.
Twinwoods (site ID 883) would provide a significant proportion of brownfield land and Colworth (site ID 1002), which was supported in the 2035 plan, includes lower quality grade 3 agricultural land and so would comply with the NPPF requirement to use brownfield land or lower quality agricultural land before high quality agricultural land. These sites would also support Bedford Town Centre.
On these grounds alone, as a further alternative to Dennybrook or even an urban development, the brownfield site on Twinwoods is much more suitable particularly as:
• It does not flood
• It has no major watercourses and is distinct from other settlements – so no loss of identity for existing settlements
• Government planning policy seeks to develop brownfield land ahead of greenfield land (open countryside)

In conclusion, the proposed site at Dennybrook falls mostly within the Parish of Staploe. The parish is entirely rural with many narrow, single-track roads and no settlement policy area. The proposed site would destroy the hamlets of Begwary and Honeydon. It is interesting that there have been no proposed incremental benefits to any of the existing villages. The site is all on grade 2 (high quality) agricultural land and is highly valued for its peace, quiet, open countryside views and rural setting by its residents as evidenced by a Neighbourhood Plan survey conducted in early 2021. Accordingly, and for the reasons outlined, the proposed new settlement should be discounted when considering sites for allocation going forward to the pre-submission draft Local Plan.

However, I would like to add my own proposal.

Bedford Town Centre is like a ghost-town. There is a wealth of opportunity with the old Debenhams, Marks and Spencer, and other buildings sitting empty and looking very sad. Why not turn them into flats or apartments, that really do attract first-time buyers and are affordable? There was a great example of this recently on the news, where it was partly new accommodation and partly restaurants or gyms (I can’t remember which town it was). Another option for added facilities in such a building would be to provide affordable “rent an office space”, like Regus do, where people could book slots per hour to have a quiet workspace, or a meeting with other homeworkers. There has been a huge surge in entrepreneurs setting up in the last two years who might be looking for small premises to rent, maybe as ‘pop-ups’. This idea could also be built in to redeveloping those old stores. This would also address the total number of new houses needed, as well as offering truly affordable options.

I think we all accept that we’re “obliged” to do our part in providing more homes. But, if we’re smarter in our approach, we DO NOT need to impact rural Bedfordshire, and we SHOULD be thinking about reusing existing buildings BEFORE plonking new developments all over the place.

I urge you to reconsider some of your plans and think about what’s already available.

Such a strategy would provide 13,085 dwellings, including at least an additional 10% allowance for growth to small and medium scale housing sites associated with the existing key and rural serviced settlements. In addition, the timing for the East West rail connection between Bedford and Cambridge is due to commence in 2025. This could potentially align with the delivery of Little Barford. Future masterplanning for the Little Barford settlement could join up with detailed track alignment and station location for the East West rail station. St Neots already has planned expansions to the east at Loves Farm and Wintringham Park and Little Barford would align with this strategic expansion. In contrast any development at Dennybrook (site 977) would form part of the first phase of a large new town of up to 10,800 homes in an entirely rural, unserviced location.
In terms of the proposed settlement at Dennybrook (site 977) (site land west of Wyboston), this ‘new settlement’ does not provide a suitable alternative. This proposed settlement provides for around 2,500 homes. At present, the options testing within the draft SA are not accurate as a result. Such a strategy would provide 13,085 dwellings, including at least an additional 10% allowance for growth to small and medium scale housing sites associated with the existing key and rural serviced settlements. This settlement at Little Barford would enable access to a large number of services and facilities, including existing employment which would reduce the need to travel by car. In addition, the timing for the East West rail connection between Bedford and Cambridge is due to commence in 2025. This could potentially align with the delivery of Little Barford. Future masterplanning for the Little Barford settlement could join up with detailed track alignment and station location for the East West rail station. St Neots already has planned expansions to the east at Loves Farm and Wintringham Park and Little Barford would align with this strategic expansion. In contrast any development at Dennybrook (site 977) would form part of the first phase of a large new town of up to 10,800 homes in an entirely rural, unserviced location.
In terms of the proposed settlement at Dennybrook (site 977) (site land west of Wyboston), this ‘new settlement’ does not provide a suitable alternative. This proposed settlement provides for around 2,500 homes. It appears to offer very little separation causing potential coalescence. This new settlement would also be car dependent with limited access to the wider road network due to the existing narrow roads. There is poor connectivity in terms of a choice of sustainable modes of transport, including the train. Further details in respect of the proposed development at Dennybrook are addressed in the site assessment for Dennybrook (site 977).
It is evident that the Council’s Draft Sustainability Appraisal, dated June 2021 (DSA) that all spatial options have been assessed. However, options 2b, 2c, and 2d clearly identify two new settlements. In order to fully consider the social, economical and environmental impacts associated with these two proposed settlements, their impacts need to be assessed separately and fed into the draft SA. At present, the options testing within the draft SA are not accurate as a result. Accordingly, Bedford Borough Council have not robustly assessed the options, and therefore have not adequately evaluated the likely significant effects on the environment, contrary to The Environmental Assessment of Plans and Programmes Regulations 2004.
Another option may be a new settlement of 2,500 homes at Twinwoods or Colworth. The Parish Council believe that the problems on the A6 north of Bedford are going to need to be resolved anyway in order to support the housing development proposed in the 2030 plan and for residents to access the east west rail station in the centre of the town. We believe that development of a new settlement of up to 3,000 homes at Twinwoods (site 883) or Colworth (site 1002) could provide the infrastructure funding to support improvements to the A6 which have long been needed and provide residents with access to the east west rail station in Bedford. A northern parkway station could be considered in future to provide sustainable transport for those in the north of the Borough. Twinwoods would include a significant proportion of brownfield land and Colworth includes lower quality (grade 3) agricultural land and so would comply with the NPPF requirement to utilise brownfield land or lower quality agricultural land before high quality agricultural land. 21. The Government has identified the Oxford - Cambridge Arc as an economic growth corridor that is
fundamental to the future economic success of the United Kingdom. This recognition has been identified in
publications for several years and is further emphasised in the latest February and July 2021 publications.

22. It has set out a clear ambition to build upon the emerging successes evident within the Arc to ensure that it becomes globally significant (a UK version of ‘Silicon Valley’). The Government recognise that central to this ambition is the delivery of the economic growth supported by sustainable transport-led infrastructure and the provision of homes. This view is shared by Bedford Borough, as evidenced by The Oxford-Cambridge Arc:
Government Ambition and Joint Declaration issued in March 2019.
23. The need for this Local Plan review is in large part due an acknowledgement that recently adopted Local Plan 2030 does not appropriately respond to the longer-term growth requirements of the Arc. It is therefore of
critical importance that the key objective underpinning the Local Plan Review is supporting economic growth
that is significant in both a national and international context. Every aspect of the Local Plan Review should
acknowledge and be driven by this ambition.
24. Whilst the emerging preferred strategy with its focus on the East West Rail corridor and the potential for new
settlements alongside its new stations is reflected, in part, with this emerging OxCamb Arc ambition, the
Local Plan does not go far enough – it ignores the principle of a new settlement on anything but the East West Rail corridor, missing the obvious ‘opportunity area’ that is presented by the comprehensive CGV proposal to
provide a sustainable development based around a railway station and existing high quality economic hub
that can act as a catalyst for levelling up, not only within the more rural areas of Bedford Borough itself, but
also extend its influence northwards into the Northamptonshire fringe areas of the Arc.
25. The evidence base that has been submitted to BBC is extensive and comprehensive, identifying that CGV is
sustainable and deliverable and, when coupled with the steer of OxCamb Arc, is a justifiable addition for
inclusion within the BBC Local Plan development strategy. Any outstanding matters (targeted submissions)
needing clarification can readily be addressed in lead up to the publication of the Regulation 19 plan later in
2022. CGV should, therefore, be recognised as an allocation within the Regulation 19 plan.

Twinwoods would include a significant proportion of brownfield land and Colworth includes lower quality (grade 3) agricultural land and so would comply with the NPPF requirement to utilise brownfield land or lower quality agricultural land before high quality agricultural land. The Parish Council has provided feedback to the specific development options, it is also very
mindful that the areas east of the A6 and south of the A421 are not truly reflected in terms of
their landscape value. Given their location, and proximity within the Greensand Ridge and
South Eastern River Valley. Whilst they are located near to transport links this must not be an
automatic assumption that they are suitable for substantial development. These areas in and
around Elstow deserve to be viewed and valued as unique and valuable in their rural setting
between the River Valley and Greensand Ridge.
An area such as this which includes copious amounts of ancient rural landscape includes many
important historical and natural features which are protected rightly so to enable them to be
preserved as they are of such a special heritage value. Items range from remains of medieval
field systems, villages, water courses and listed buildings and provide a beautiful contrast to,
the view from the Greensand Ridge. Naturally large scale development in these two sensitive
areas would irreversibly alter the rural character and unique landscape setting of the Eastern
Clay Vale villages (5E in the Landscape Character assessment).
Any such development within this area, would also clearly be in contradiction to the Landscape
Management Guidelines 5E.1.31 through to 5E.1.40 and Development Guidelines 5E.1.41-51.
These guiding principles set out conserving the open large scale setting of Cardington Airship
sheds, preserving the clear views and visual relationship with the Mid Greensand Ridge, as well
as conserving the dispersed pattern of settlements. Particular attention should be given to this
as an important factor to prevent the merger of villages and coalescence.
Elstow Parish Council feel this area should continue to provide an open, agricultural setting to
Bedford and contrast to the Greensand Ridge as stated in the landscape strategy for this area.
This reinforces the Parish Council’s selection of Option 2c as the preferred option as it seeks for
growth closer to new train stations. Thus preserving the unique character and rural nature of
the southern and eastern parishes like Elstow that would then be protected.

Staploe Parish Council proposed in response to the Issues and Options Paper that the more appropriate growth strategy would be to apply a dispersed growth strategy (grey option), targeting housing and employment growth attached and within existing settlements and along transport corridors. Such a strategy would negate the need to build on the wider ‘open countryside’ attributed to the Parish of Staploe and align with the parish’s submitted objections to being classified as “Urban Growth”.

I consider that the dispersed growth strategy is still applicable which would include housing growth to existing serviced settlements, plus A421 transport corridor and rail growth, as well as the proposed new settlement of Little Barford (option 2b, in part). Such a strategy would provide 13,085 dwellings, including at least an additional 10% allowance for growth to small and medium scale housing sites associated with the existing key and rural serviced settlements. Applying the ‘low option’ to the rail corridor would reduce the development pressures along this corridor.
In support of a dispersed growth strategy, it makes clear at Paragraph 68 of the NPPF that the Council’s Local Plan should identify a supply of housing covering ‘years one to five, specific developable sites or broad locations for growth, for years 6 – 10 and, where possible, for years 11 – 15 of the plan’. Paragraph 69 goes on further to state that ‘Small and medium sized sites can make an important contribution to meeting the housing requirement of an area, and are often built-out relatively quickly.’ The development around existing served settlements would provide for these small and medium sites, which could deliver early in the plan period negating the reliance of large urban extensions and new settlements which inevitably are built out towards the end of the plan period, and potentially beyond. It is noted within the Settlement Hierarchy (September 2018) that the main urban settlement of Bedford/Kempston provides the most services, employment, public transport and facilities, and it is therefore where additional urban development should be focused. I would like to highlight that our parish has always been classified as open countryside in the settlement hierarchy so we are surprised that we are now deemed suitable for large scale development and would like to know what has changed.

3.36 The Council’s draft Sustainability Appraisal findings reflect positively on the benefits of ‘east’ corridor parishes within the A421 corridor. The figure of 750 dwellings in the Council’s Preferred Option 2d exceeds the Council’s arbitrary figures applied for the purpose of testing Great Barford, Roxton and Willington as ‘village-related’ growth but would in our view represent a more realistic starting point taking account of the capacity for growth at Roxton and in-particular our client’s site. There is no site-specific justification or settlement-specific justification as to why this figure should be limited to 750 dwellings and why growth at Roxton should be limited to only 35 units.
3.37 The Council’s Preferred Options consultation proposals offers only limited scope to address local requirements for place-making and connectivity as part of a comprehensive strategy. The strategy concentrates on the ‘east’ and ‘south’ transport corridor parishes and it should be noted that additional development Roxton would be in general accordance with objectives of the emerging Oxford-Cambridge Arc Spatial Framework applicable across the settlement hierarchy. Opportunities for sustainable development in accordance with these requirements (and the objectives of the emerging Spatial Framework) must be embraced both in the period to 2030 (to address the immediate uplift in the need for growth) and across the entire plan period to sustain the role and function of the borough’s most sustainable settlements.
Endorsement of growth at Roxton under Option 2d in the context of a ‘hybrid’ strategy recognises that there is no arbitrary distinction between ‘village-related’ growth and support for development in the ‘east’ and ‘south’ corridor parishes in terms of their capacity to contribute towards sustainable development. This section of our representations should be read alongside the standalone Review of the
Council’s Draft Sustainability Appraisal (copy at Appendix 6). The conclusions of the review
support the Modifications in this part of the representations. This section also reinforces our
specific comments on the Council’s Preferred Strategy Options published in the main
consultation document.

These representations propose an alternative ‘hybrid’ spatial strategy. This is consistent with
the Council’s evidence base for the emerging Local Plan 2040; would overcome the
soundness issues identified with the Council’s Preferred Options; and would comprise an
appropriate strategy for the purposes of Paragraph 35(b) of the NPPF2021.

The ‘hybrid’ strategy recognises that there is no arbitrary distinction between ‘village-related’
growth and support for development in the ‘east’ and ‘south’ corridor parishes in terms of
their capacity to contribute towards sustainable development. The benefits of ‘village-related’
development do not suddenly materialise only where Key Service Centre and Rural Service
Centres are located in the A421 corridor and do not evaporate altogether outside of it.

The Council expressly recognised this in the evidence base for the current Development
Plan. In the current Preferred Options, it has taken an inconsistent approach to assessing
the effects of the ‘village-related’ development component by reaching different conclusions
for exactly the same settlements (in the ‘east’ and ‘south’ corridors) when they are assessed
as part of the Preferred Options as opposed to other strategy options (e.g., Option 3c).

The ‘hybrid’ option assigns the ‘village-related’ growth component only to those settlements
outside of the ‘east’ and ‘south’ corridors. Levels of development, for the purposes of an
indicative distribution, have been retained at 500 units in Key Service Centres and 35 units
in Rural Service Centres albeit these are arbitrary figures and should be determined on a
case-by-case basis. Wixams has been excluded from the total for Key Service Centres
(reflecting its inclusion in the locations for rail-based growth). The only exception, taking
account of this, is an increase of 215 units in the distribution to Oakley based on our
recommendation for it to be reclassified as a Key Service Centre and growth east of Station
Road being specifically supported.
For the A421-based components of the strategy the total distribution to the ‘east’ corridor
parishes are retained at the figure of 750 dwellings in the Council’s Preferred Option 2d.

In terms of the ‘hybrid’ strategy this could accommodate greater flexibility in terms of largescale
strategic growth included in the strategy options. We have included the Council’s
minimum figures for inclusion of rail-based growth at Kempston Hardwick/Stewartby and
New Settlements in either the A6 or A421 corridor, which is more likely to reflect realistic
timescales for development.

Including both components would comfortably exceed the minimum 12,500 units required
from additional allocations, with an appropriate buffer for flexibility and contingency
(particularly in terms of the prospects for meeting increased needs before 2030). There is no
reason higher quanta could not be included as part of an extended plan period. Equally, this
could allow some settlements to be excluded from further village-related growth albeit we
would not recommend this where Neighbourhood Plans being prepared have failed to
address important strategic priorities (as at Oakley and Sharnbrook, for example).

The ‘hybrid’ strategy based on these components are summarised in Table 1 below: (see attachment)

We have utilised the ‘hybrid’ strategy to consider an assessment of effects in-line with the
Council’s Sustainability Appraisal framework. When the ‘hybrid’ strategy is compared with
the standalone findings for growth components and the Council’s Options 2d and 3c, as well
as the ‘do nothing’ scenario, it is apparent that the potential benefits towards sustainable
development are enhanced. This is as a result of recognising that the potential negative
effects the Council assigns to village-related growth are incorrect and, in any event,
inaccurate because it ignores the location of some Key Service Centres and Rural Service
Centres within the A421 corridor. It also recognises that some the benefits of what is in reality
‘village-related’ growth in the ‘east’ and ‘south’ transport corridors will be shared across
settlements elsewhere in the hierarchy. The results are summarised in Table 2 below: (see attachment)

Comments on the Strategy Options and Supporting Evidence
The section of the representations provides observations on the soundness of the Council’s
overall approach towards preparation of the Local Plan 2040 and identification of the strategic
priorities it is required to address. Comments specifically relate to Chapter 3 of the
consultation document. Issues relating to the ability of the Council’s approach to maintain a
rolling five year supply of deliverable sites (including as part of its proposed use of a ‘stepped
trajectory) are dealt with separately in Section 6.

The preferred options for development, as set out in the Draft Local Plan, focus the allocation
of a minimum 12,500 units around the urban area of Bedford, the A421 and the A1 transport
corridors. This approach is unsound (not effective, not justified, not positively prepared and
not consistent with national policy) in creating an effective embargo on any further
consideration of village-related growth outside of these areas as part of the Council’s planmaking
process to prepare strategic policies or to necessitate the review of Neighbourhood
Plans that look forward only to 2030.
Reasoning

Whilst we are in support of parts of the Council’s ‘Preferred Options’ 2a-2d, insofar that they
recognise the potential for benefits from what is in-effect village-related growth at some Key
Service Centres (KSC) and Rural Service Centres (RSC), we note the absence of any
development being allocated to the northern parishes.

KSC’s and RSC’s outside of the ‘east’ and ‘south’ corridors are capable of delivering
development within the Plan period up to 2040 and addressing the significant increase in
housing need that must now be planned for. The evidence bases for emerging
Neighbourhood Plans and details of suitable sites being identified in the Call for Sites event
that Bedford Borough Council undertook in the Summer of 2020 are illustrative of this fact.

With respect of the KSC of Sharnbrook, this is evident in the circumstances for the
Neighbourhood Plan which the local planning authority and qualifying body (Sharnbrook
Parish Council) intends to put in place (following issue of the Examiner’s Report on 21 of July
2021). Sharnbrook as a settlement is identified in the adopted Development Plan as a KSC,
meaning that it has a good provision of services and facilities to facilitate development. The Neighbourhood Plan, covering only the period until 2030 in any event, does not provide for
development that is immediately adjacent or well-related to the existing Settlement Policy
Area boundary or that seeks to sustain and enhance the role of the settlement.

Furthermore, our client submitted substantial objections to the Neighbourhood Plan’s
proposed allocation at Hill Farm in terms of its sustainability and deliverability. The Hill Farm
and NDP allocation proposals would result in the removal of the Primary School currently
being provided in the KSC of Sharnbrook itself (it would relocate to Hill Farm). Our client’s
Stoneyfields scheme could lead to the re-provision of facilities in a highly sustainable
location, especially for existing Sharnbrook residents, amongst numerous benefits directly
related to the village it serves.
Remedy

Therefore, we would ask that Bedford Borough Council addresses their proposed
development strategy and seek to allocate development within the northern KSC and RSC,
where there is both demand for development and the available sites to aid in the delivery of
housing post 2030 or earlier. This could be achieved through allocating additional
development to the northern parishes (as part of flexibility and contingency) or redistributing
the minimum total of additional land to be allocated to address local housing need (and thus
addresses barriers to delivery of large-scale strategic growth within the Preferred Options).

Bedfordia generally support the approach the Council has taken to the Spatial Strategy
across the Authority area; recognising that housing and job growth can be accommodated
through a hierarchy of urban and rural communities.

Paragraph 3.10 of the Local Plan 2040, highlights that, as part of last year’s Issues and
Options consultation, the Council outlined six distribution options which could form part of
the strategy for growth. These were:
• Brown – Urban based growth
• Yellow – A421 based growth
• Pink – Rail based growth
• Orange – East-West rail northern station growth
• Grey – Dispersed growth
• Red – new settlement-based growth

The responses to the issues and options consultation indicated that there was broad
consensus favouring development focused on the existing urban areas and the A421
corridor, and possible new railway stations which might be delivered on the new East-West
Rail Line. This does not, however, provide justification to preclude the potential benefits of
dispersed growth altogether.
Reasoning
In conjunction with paragraphs 3.16 and 3.17 of the Local Plan 2040, an alternative ‘hybrid’
approach is required to provide for an appropriate strategy. This approach is consistent with
the criterion informing the spatial strategy under Policy 3S of the LP2030, supporting
proposals to deliver sustainable development and growth that enhances the vitality of the
Borough’s urban and rural communities. This specifically expects contributions towards the
objectives and policies of the Plan through (inter alia):
(iii) Strategic residential development in key service centres in association with
expanded education provision where necessary.
(iv) Limited development in rural service centres in line with existing and potential
capacity of infrastructure and services.
(v) Delivering the majority of rural growth through Neighbourhood Plans.

On the basis of the Council’s Preferred Options the Plan’s strategic policies would not
continue support for these components of a sustainable strategy beyond 2030. Moreover,
there is an existing conflict arising from the approach to Policy 3S, where Neighbourhood
Plans being prepared are likely to have addressed some but not all of an area’s priorities and
only in the context of the significantly lower OAN adopted in the LP2030. The Council’s
approach in the current Plan led to issues being deferred, rather than dealt with, meaning
that the Preferred Options only seek to compound this problem.

The Council’s Preferred Options must therefore be reconsidered and adapted to coincide
with ongoing support for those parts of the spatial strategy endorsed within Local Plan 2030
Policy 3S that the Council’s own evidence recognises as essential to securing contributions
towards sustainable development.

The annual requirement in the adopted Local Plan 2030 is 970 dwellings per year. The
minimum annual local housing need figure for the Local Plan 2040 represents a substantial increase to the adopted Plan and will bring with it considerable challenges.

Policy 3S was also in reality a ‘hybrid’ approach. The Council recognised it was unable to
make provision for even its own lower figure for objectively assessed needs without
diversification of the spatial strategy. The reasons for this primarily relate to issues that are
not new to this Plan-making process – namely the delivery of extant commitments on Town
Centre sites. The incorporation of new large-scale strategic options, which the Council was
unable to soundly introduce to the LP2030, adds to the number of locations where longer term
development timescales need to be considered but does not change the justification for
a flexible approach already recognised as sustainable.

As such, Bedfordia query the ability of Bedford Borough Council to deliver some 1,275 new
dwellings per annum, given the constraints Bedford faces and historic amount of growth that
has been accommodated to the south of the town, without sustaining a flexible approach.
Further growth should be directed KSCs, such as Sharnbrook, which demonstrate a good
level of facilities and perform an important role in facilitating strategic residential
development, considering the existing and potential capacity of infrastructure and services.
Remedy

As part of this approach the allocation of housing to any KSCs or RSCs needs to have regard
to the overall levels of increased housing need, and where appropriate the quantum adjusted
to reflect both settlement and site capacity.

In the case of Sharnbrook it remains appropriate to adopt a more comprehensive approach
to strategic residential development that is well-related to the village, providing benefits that
cannot be delivered through the allocation of a combination of smaller site options. The
decision of the Neighbourhood Plan to pursue in-effect new freestanding development at Hill
Farm (to be considered in the context of the wider settlement hierarchy) does not impinge on
the reasons to continue to support the justification for Policy 3S at Sharnbrook itself.
