St Modwen Logistics consider that sites identified as Protect and Enhance, and in particular brownfield sites such as Thurleigh Airfield, should be identified and prioritised as a location for employment growth in the Local Plan 2040. Taking account of the ELS (please see separate comments), Thurleigh Airfield has significant potential for growth and St Modwen Logistics respectfully request that this is taken into account in the Local Plan 2040.
These representations are made on behalf of St Modwen Logistics. St Modwen Logistics own and manage Thurleigh Airfield, an established business park and existing allocation, classified as Protect and Enhance and subject to Policy 70 of the Local Plan 2030 (adopted January 2020).
St Modwen Logistics support Thurleigh Airfield’s continued allocation for employment use, classified as Protect and Enhance. Under the Local Plan 2030 sites classified as Protect and Enhance play the primary role in supporting economic development and growth by offering attractive and available opportunities for development to retain and support existing businesses and to secure new inward investment.
The Bedford Employment Land Study (June 2021) (ELS) identifies Thurleigh Airfield as having potential for intensification and recommends that the site remains in the Protect and Enhance category, which St Modwen Logistics support.
St Modwen Logistics consider that sites identified as Protect and Enhance, and in particular brownfield sites such as Thurleigh Airfield, should be identified and prioritised as a location for employment growth in the Local Plan 2040. The plan does not state what the strategy will be for the council be doing to attract businesses to the area and create jobs. A strategy on this needs to be included. Allocating land for employment will only prove useful if businesses set up here. As Bedford will be on the East West Arc, this should attract more businesses.
The plan needs to state what locations will the employment land be on or the principles for deciding on locations of employment sites. It would make sense if there was land on transport links, eg off A421 and near train stations.

There is no clear requirement for the additional 28ha of employment land delivered by Option 2d due to the increase in home working and the already significant proposed employment provision with Option 2a - 2c.

The options for growth identified as 2a, 2b, 2c and 2d seek new settlements at Wyboston and or Little Barford. In conjunction the EEH transport study provides a framework across the region for transport growth. The strategy at 3.22in the employment study identifies that freight and logistics needs continue to be met. In conjunction with the East West rail link, the dualling of the A421 within this eastern area which will see considerable growth and further opportunities for growth. The Employment Study at para 9.6 recognises the importance of this new infrastructure. However it needs to consider that some employment uses are not well suited on business parks and can be better provided away from residential areas. It is also important in a borough which has significant rural area that employment allocations on or near rural settlements, as well as being sustainable do represent a useful supply for a balanced portfolio of employment sites.

In relation to employment, Odell Parish Council observes that the 2040 Plan has forecast that 8000 new jobs are required within the plan period and that 3 new business sites will be developed with 123ha allocated for commercial and industrial growth. Whilst the location of these three sites is yet to be determined they should be sited on brown field land if at all possible.

2.20 The Council’s conclusions in the Employment Land Topic Paper to take account of the limited opportunities for high density office development and the majority of demand from within lower density business parks are generally supported.
2.21 It is recognised that the Council’s requirement for a minimum additional allocation of 123ha employment land represents an ambitious target and takes account of relatively limited existing supply. However, the approach to identify the overall land required cannot be considered sound without undertaking more detailed analysis of the potential jobs growth and floorspace needs associated with testing a wider range of jobs forecasts.
